GRCA Launches Environmental Assessment to Tackle Brantford Ice Jam Risks

The Grand River Conservation Authority (GRCA) has officially launched a Class Environmental Assessment (EA) focused on mitigating ice jam flooding along the Grand River in Brantford.

The Brantford Ice Jam Mitigation Study centers around the Gilkison Flats reach, Two Fish Island, and the Tutela Heights bend—areas identified as being at higher risk during past ice jam events.

“This work follows the Ice Jam Mitigation Feasibility Study, which outlined several options to help reduce ice jam-related flooding in Brantford,” said Katelyn Lynch, GRCA’s Director of Water Infrastructure. “This environmental assessment is the next critical step in identifying the best long-term solution.”

The initiative comes in response to the significant ice jam event in 2018, which caused widespread damage to both public and private infrastructure and forced the evacuation of thousands of residents.

Over the past few years, GRCA has taken a staged approach to understanding and addressing the issue:

  • In 2019, a study reviewed Brantford’s ice jam history, contributing weather conditions, and a detailed analysis of the 2017-2018 winter jam.

  • By 2021, a Feasibility Study had identified and evaluated 10 alternative mitigation measures, laying the foundation for this latest Class EA phase.

GRCA Chair John Challinor welcomed the progress. “We’re pleased to move forward in partnership with the City of Brantford. This Class EA will help refine the options and choose a preferred strategy to reduce future flood risks caused by ice jams.”

Brantford Mayor Kevin Davis emphasized the city’s commitment to strengthening flood preparedness and climate resilience.

“Protecting our riverfront communities is a top priority,” Davis said. “We’re proud to work alongside GRCA to better understand and manage the risks of ice jams. This assessment will build on previous research and guide practical, well-informed solutions to keep residents safe.”
